Mexico has taken a cautious approach to trade talks with the Trump administration and, along with Canada, has been spared the full impact of the president’s tariff policy. Whether persistent tariffs and uncertainty, though, might push it to revise that strategy remains to be seen, two former officials say, with one former top negotiator contending that Mexico might soon need to play a stronger hand.
